The document was leaked to The Washington Post after a junior ethics staff member saved it on the hard drive of a home computer. The staff member, who had information sharing software, didn't realize that someone could download the file but was subsequently fired anyway.

This is a funny story, A bunch of house members get there hand caught in the cookie jar and they blame it on file sharing. The one thats at blame here is the crooks the only role that file sharing played was allowing people to find out. So in reality they are mad because they got busted. What makes this story even funnier is that the RIAA got involved. Check out this quote.

"The Recording Industry Association of America said the disclosure was evidence of a need for controls on peer-to-peer software to block the improper or illegal exchange of music. Some lawmakers have tried for years to bring this about."

So basically the RIAA is on the side of the law breakers in government and in effect there telling them "If you limit file sharing you will have a less likely hood of getting caught stealing from tax payers" So in other words the RIAA's warped sence of whats stealing is defined by its ok to steal if your a policy maker but not if your a music fan.
